eopolitical competitors in Europe increasingly incorporate hybrid threats into their arsenals and develop them. This amorphous set of threats is below war, allowing other powers to exploit existing social divisions and to resemble confusion and instability.
To deal with hybrid threats on their own, EU countries will have to investigate more closely such hybrid activities and make their findings public. Europe should pursue a dual approach to confrontation, followed by dialogue with unfriendly cyber powers, writes ecfr.eu.
EU Member States should also invest together in offensive cyber capabilities and extend Europol’s powers to include counter-information and improve cybercrime standards.
