Ludmila Belcincova was born on June 5, in the city of Vijnița in the Cernăuți region. According to studies she is a history teacher. He activated for several years, as a tv presenter, on the NIT television station, also called the spokesman of the Communist Party of the Republic of Moldova.

In April 2009, Ludmila Belcencova has access to the Parliament, on the lists of the Communist Party. In 2010, the four former communists joined the party “Moldova Unita”, which was intended to be an alternative to the PCRM. In July 2017, Ludmila Belcencova returned to television, at the pro socialists station, ,Accent TV. She moderates the shows «Полюс» and «Дело принципа».
