New Council horizontal working party established to counter hybrid threats

The Permanent Representatives Committee, Coreper, decided on 11 July 2019 to establish a new dedicated working party on countering hybrid threats. The mission of the working party is to improve the resilience of the EU and its member states against hybrid threats. The working party will also facilitate coordination within the Council and foster cooperation with the other EU institutions, services and agencies.

The EU member states and institutions continue to face multidimensional hybrid threats which are difficult to detect and define. This is why Finland’s Presidency aims to improve the capacity of the EU and its member states to identify hybrid threats and step up cooperation to counter them, with the aim of increasing the safety and security of EU citizens in a comprehensive manner. Its establishment was a joint proposal of the current Presidency trio, consisting of Romania, Finland and Croatia.
