Victor Stepaniuc was born in 1958 in Costesti, Ialoveni district. He was deputy to the Parliament of the Republic of Moldova on the lists of the Party of Communists (1996-2008), then Deputy Prime Minister of the Republic of Moldova(2008 -2009). He was a member of PACE (23 April 2001 – 28 June 2002).
The Communist Party’s (PCRM) decision of 7 December 2009 to boycott the presidential election served as a reason for Victor Stepaniuc and other Communists to leave the party. All of them came to the head of the United Moldova Party (PMUEM) in which Victor Stepaniuc held the position of deputy until the parliamentary elections of November 28, 2010.
As a historian, Deputy and Deputy Prime Minister, he promoted the idea of renouncing to the history of the Romanians as an object of study in school and introducing new history books.
